St. Clair County honors telecommunicator Haley Ledlow after CPR instructions revived 2-year-old

St. Clair County commissioners presented a formal commendation to telecommunicator Haley Ledlow on a recorded county meeting after county officials said Ledlow provided clear telephone CPR instructions that helped restore the breathing of a 2-year-old on June 6, 2025.
The resolution read into the record credited Ledlow with “swift” and “exceptional composure” while giving CPR instructions at 10:24 p.m. on 06/06/2025 and said those instructions allowed the child’s mother to restore the child’s breathing before first responders arrived. Chairman Stan Bateman read the resolution and presented the commendation at the start of the meeting.
“Everyday telecommunicators across The United States engage in exceptional acts of service while on duty, many of which go, unnoticed,” Bateman said when reading the prepared text. The resolution listed Commissioner Jeff Brown, Commissioner Ricky Parker, Commissioner Joyce Stevens and Commissioner Bob Baez as the signing commissioners and said the commendation was issued at the recommendation of Sheriff Billy J. Murray.
Commission discussion around the presentation also highlighted the county’s centralized dispatch program, which the board noted recently passed its 30-year mark. Board members praised the training program and staff, including the 9-1-1 director, and singled out dispatch staff for the county’s emergency response capability.
Ashlyn (9-1-1 director) and Robert (telecommunicator training lead) were mentioned by commissioners during the remarks as key to maintaining the training standards that county officials said equipped telecommunicators to manage high-stress calls. Ledlow accepted the certificate and returned to duty, according to the presentation.
The commissioners briefly convened the county’s 9-1-1 communications district board immediately after the presentation for routine business and to continue discussion about funding and equipment for the dispatch operation. That session included votes on prior staff actions (see separate county meeting report for votes).
