Clark County explains budget modifications and unilateral budget modifications (UBMs)

County presenters said there are two distinct budget-change processes for county contracts: a modification (MOD) and a unilateral budget modification (UBM). A MOD changes the overall contract amount and requires signatures from county and agency officials. UBMs move funds between budget categories (for example, operations to rent) and are initiated by agencies on the PRF during the month the adjustment is requested.
Presenters gave an example PRF showing two UBMs and one MOD. They emphasized that UBMs should zero out within the PRF row (increases and decreases must sum to $0) and that funds may only be moved between like funding sources (for example, CHG to CHG). UBMs were described as appropriate when a category runs out and agencies want to shift money to cover expenses without increasing the total contract.
Staff advised agencies to estimate how much budget must be moved to cover expenses through the end of the fiscal period instead of making many small UBMs, noting "the less UBMs, the better." Program coordinators will monitor budget spending and contact agencies with concerns.
