Magistrate certifies fines for multiple code violations; several building-permit cases continued to Oct. 1

Cooper City’s special magistrate on Sept. 3 certified fines and administrative fees in multiple code-enforcement cases and continued several building- and permit-related matters for status review on Oct. 1, 2025.
On the code-enforcement docket the magistrate certified penalties and administrative fees where owners had not complied. Examples the city entered into the record and the magistrate certified include:
- Case 6574 (Jake Scott & Victoria Scafani, 4967 SW 91 Terrace): $100 citation for vehicle parked on front lawn and a $150 administrative fee, both certified. - Case 5846 / 5848 (10185 Grove Lane): citations for parking of commercial vehicles and exterior maintenance violations; fines and $150 administrative fees were certified. - Case 5850 (Rebecca Satch & Joseph Miller, 11732 SW 50 Second Street): $100 fine (vehicle on lawn) and $150 administrative fee certified. - Case 250334 (William J. Darrigan, 5241 SW 116 Ave): previously documented dead tree/maintenance matter; fine (calculated from 07/24/2025 through compliance date) and $150 administrative fee were certified.
In other docket matters the magistrate confirmed compliance or reduced fines where conditions were corrected before hearing. For example, in one case the parties paid a reduced settlement amount at the hearing and the magistrate marked the case complied and closed.
On the building/permitting docket, staff and applicants described several ongoing permit reviews; the magistrate continued those matters to allow plan review or agency approvals. Notable continuances and scheduling decisions included:
- ASSN Funding LLC (interior remodel, 5913 SW 112 Terrace): permits submitted; matter continued to Oct. 1 for status of plan review. - Brian Ferrell (pool deck/patio roof and related pool work, 5820 SW 102 Ave): owner reported permit paperwork would be submitted; magistrate set a compliance check and directed that permits be filed by Sept. 30, 2025 or fines could be assessed. - Rosie Bell Pina Camargo (enclosed patio with kitchenette and bathroom, 9445 SW 50 Second Court): plan review complete pending a county asbestos demolition document; continued to Oct. 1 so the applicant can supply the missing document and call for inspections once issued. - A property with a recently built pickleball court and associated walkway (9621 NW 26 Court) was continued to Oct. 1 while the applicant awaited a Central Broward Water Control District determination on whether the slab is permitted in the drainage easement.
The magistrate reiterated that permits are required under the Florida Building Code (2023 edition) as adopted with Broward County amendments and that failure to obtain required permits can result in fines and liens. Staff were asked to continue outreach to applicants and, where appropriate, to offer expedited plan review when applicants submit complete documentation.
The hearing concluded with the magistrate setting multiple Oct. 1, 2025 status dates for unresolved building and permit matters and certifying fines/fees for noncompliant properties on the code docket.
