County holds first hearing on CPACE program ordinance; staff seeks continuation to Sept. 10

Clatsop County held the first public hearing Aug. 27 on an ordinance to establish a Commercial Property Assessed Clean Energy (CPACE) program for commercial and multifamily properties and asked to continue the hearing to Sept. 10.
Gail Henderson, county development director, explained ColPAC (a regional CPACE administrator) would administer the voluntary assessment program, review applications, approve projects and ensure documentation. Under the model presented, the county’s role would be limited to signing and recording benefit agreements and the assessment lien; the capital provider would assume responsibility for payments and collection if installments were not paid.
Henderson said the proposed ordinance and a separate intergovernmental agreement and program guidebook (to be presented at second reading) would keep county staff involvement minimal and streamline project review and recording. Staff recommended the board continue the hearing to the Sept. 10 regular meeting to allow time to finalize the program guidebook and intergovernmental agreement with ColPAC.
No members of the public were signed up to speak; the board voted to continue the matter to Sept. 10 for second reading.
