Ridgecrest reports foster-child recovery, upcoming landscaping ordinance and multiple public-works updates

Roy, a city staff member, announced this month that the Ridgecrest Police Department, assisted by state and local partners, tracked and arrested a local man after he left the area with a foster child; the child was recovered safely and the adult is facing kidnapping and child-stealing charges, city staff said.
City staff said the city will soon present a commercial landscaping ordinance to the City Council intended to update property-maintenance standards for commercial spaces. The city credited several local businesses for recent landscaping improvements and said the ordinance would apply only to commercial properties; specific ordinance language was not provided in the update.
Public-works and parks projects are under way across the city, officials said. Road preparation is underway on Felspar Street between Downs and La Paloma as part of a larger project that will extend east past Norma Street. East Dredgen Avenue was prepared from China Lake Boulevard to French Street and is now open, staff said. Crews also replaced faded signs, applied slurry sealing and added fresh striping in multiple locations.
At Shetland Field in the Carnegie Complex, crews removed about 6 inches of old soil and are installing improved soil to refresh the playing surface. The city also said indoor and outdoor basketball courts are receiving upgrades; officials asked residents for patience while courts are closed for work.
The monthly update highlighted community events and local business news. The city said the first youth makers market on July 19 drew more than 25 youth vendors and more than 18 adult vendors at Freedom Park. City Nights is scheduled for Saturday, Aug. 23, from 5 to 9 p.m. at the City Center; the program will include live music by Electric Mantra, a pop-up farmers market, a science film with the American Chemical Society and activities hosted by Cerro Coso Community College, officials said.
City staff reminded mobile food vendors that a City of Ridgecrest business license and a Kern County public-health permit are required; which specific permit depends on the type of food preparation. Officials said enforcement of licensing requirements will start soon and directed vendors to consult the city business-license page for details.
The update also thanked Cerro Coso Community College for partnering on dispatcher testing and recognized the city’s code-enforcement crew for working with businesses on cleanup and beautification. Businesses singled out in the update included Dollar Tree, Alley Steakhouse, 5 Star Tobacco, Del Taco, Boulder Point Mobile Home Park, Heritage Plaza, Ridgecrest Village Apartments and Winder Schnitzel.
To round out the report, the city said national retailers and local construction projects are in progress: 5 Below is open, Ross is undergoing reconstruction and a new Wendy’s is under construction.
