Rutherford County appoints Rick Hall to represent District 3 after contested selection

That motion passed (recorded as 17 yes, 2 no, 1 abstain), and commissioners then heard in‑person remarks from Rick Hall, a former county commissioner and retired police detective who said he was ready to return to service.
Wesley Smith introduced himself in the video and said he and his wife are long-time residents of the Mona community and that he wanted to ‘‘help protect community and planning’’ as the area grows. He framed his candidacy around local service and planning priorities. Hall, who previously served on the commission and cited decades of community service, told the body he was ‘‘an emphatic no to the landfill’’ and said he could ‘‘hit the ground and keep running’’ if selected.
Supporters of Hall emphasized his experience. Commissioner Jonathan Beverly and others who have worked with Hall in law enforcement and local civic organizations endorsed him and urged the commission to appoint someone who could serve immediately with minimal onboarding. Supporters of Smith cited his local roots and community involvement in school and nonprofit boards.
After nominations and discussion, the clerk conducted a roll call. The official tally was 14 votes for Rick Hall and 6 for Wesley Smith. Hall was sworn in at the meeting and took his seat; the appointment covers the interim term through August 2026, when the seat will be decided in an election.
Commissioners repeatedly framed the choice as weighing experience and immediate readiness against fresh community representation. Several commissioners said the district deserves a commissioner who can respond quickly to constituent needs while the county prepares for significant development and infrastructure decisions in the area.
No formal appeal or additional procedural action was filed during the meeting; the clerk recorded the roll-call vote and Hall was administered the oath of office that evening.
