An order recommending award of a generator relocation and installation contract to MillerCo for a 2,000-amp automatic transfer switch at a total cost of $190,674 was brought before the board. During discussion a board member raised legal and procurement-process concerns, saying the item mixed elements of a request for proposals (RFP) and sealed bids and that the record did not contain the required justification for selecting a higher-priced vendor over a lower bid.
