The Kossuth County Board of Supervisors on July 29 approved a resolution formalizing the county’s delegation process for the Iowa State Association of Counties (ISAC). The resolution — recorded in the packet as Resolution 07292501 — implements ISAC’s amended articles of incorporation that require counties to name voting delegates by resolution.
County staff said the version provided by ISAC listed outdated names; supervisors instructed staff to substitute current local names before returning the signed resolution to ISAC. The board moved to adopt the resolution (motion by Supervisor Stecker, seconded by Oz) and took a roll-call vote; the clerk recorded the resolution as adopted.
The resolution directs the board to identify delegates consistent with ISAC’s form. Supervisors did not alter ISAC’s substantive amendment; staff will submit the county’s signed version with local delegate names to ISAC.
Why it matters: ISAC’s change requires counties to formalize who will cast votes for county interests at the association level. The county’s action does not change local policy but updates the county’s delegate list to meet ISAC’s filing requirements.
