At its July 21 meeting the Lincoln County Board of Commissioners took a number of land-use and routine administrative votes.
Conditional use permits - Cedar Bluffs LLC (Resolution 2025-13): The board moved and approved a resolution granting a conditional-use permit for a home-site development of roughly 30 ten-acre buildable sites near Jeffrey Reservoir in a TA-1 agricultural district. The motion passed on roll call; commissioners recorded their votes in favor during the public roll call.
- Tracy and Joyce Peterson (Resolution 2025-14): The board approved a conditional-use permit allowing construction of a seasonal dwelling to be used part time as a counseling clinic at 15499 South Snell Canyon Road in a TA-1 district. County staff clarified that use as a counseling clinic is permitted under the conditions of the permit and that a different use would require review. The motion passed on roll call.
Other routine actions and permits - Special designated liquor permit: The board approved a catering permit for Big Red Liquor for an event on Aug. 2, 2025 at the Hanging H Ranch; the clerk recorded a roll-call vote in favor and noted a $40 check accompanying the application.
- National Functional Classification / NDOT street maps: The board authorized the chair to sign the national functional classification road/street maps as reviewed by the county highway superintendent and NDOT. Roll call recorded the vote as "Aye" by Hupling, Williams and Mueller (as recorded by the clerk).
- Economic development designation: The board authorized the chair to sign paperwork identifying the North Platte Area Chamber and Development Corp. and Gary Pearson as the lead agency/administrator responsible for certain economic development efforts for Lincoln County. Commissioners thanked the chamber and Pearson in comments recorded in the meeting.
- Claims and treasurer's receipts: The board approved claims and treasurer's receipts and reserved the right to pull items for review; a clerk-audited roll call recorded the ayes of members present.
How the votes were recorded: For each formal motion the clerk called the roll and recorded ayes or nays as part of the public minutes on the record.
No appeals or reversals of those items were made during the session; items were finalized during the meeting and carried forward into the minutes.
