Ada County commissioners approve development documents, tax adjustments and multiple county agreements

At the Ada County Board of Commissioners’ Aug. 5 open business meeting, commissioners approved a series of routine but substantive items, including final development documents for two projects, tax cancellation adjustments related to a recent court decision, multiple agreements for county facilities and events, and contract change orders.
Among the actions the board approved by voice vote:
- Approval of final documents for Development Services Application No. 202500015 (Circle K in southwest Meridian), including revised findings of fact and conclusions of law.
- Approval of final documents for Application No. 202402590 (Epic Development LLC) and the corresponding rezone ordinance and development agreement.
- Authorization of 89 tax cancellations/adjustments identified on the agenda. Assessor Brad Smith said many of the cancellations reflect full homestead exemption credits of $125,000 applied after a state spring court case.
- Approval of two catering permits and one new alcohol license listed on the clerk’s agenda; all paperwork and fees were reported as in order.
- Approval of two decrease change orders (Agreement Nos. 30258 change order No. 2; Agreement No. 30343 change order No. 1) reflecting completion of projects and unused contingencies.
- Approval of four interim agreements and one concession agreement for Expo Idaho Western Idaho Fair, and a rental agreement for Barber Park Education and Events Center for a wedding.
- Approval of six agreements between Ada County and individuals (one added late on agenda) including an agreement to haul manure from the Western Idaho Fair.
- Approval of claims journal dated 07/31/2025, minutes for 07/22 and 07/29, and routine personnel actions.
Board members said the items were matters the board had discussed previously in public hearings or budget deliberations; several approvals finalized documents staff had prepared after earlier public hearings. The motions carried by voice vote; two commissioners were present for the open business portion where a third commissioner was noted absent earlier in the meeting.
