Hamtramck staff reports multiple infrastructure projects under way; Goodson Alley work advanced

City staff and engineering presenters told the council on June 24 that Hamtramck continues a multi-year infrastructure program that includes lead-service-line replacements, water-main work, alley reconstructions and road overlays.
Staff reported that 792 service lines were replaced in 2024 and that the city received just under $44 million in infrastructure grants in that year. As of June 1, staff said the plan for 2025 calls for replacing about 1,060 service lines, with 357 completed to date. The city reported roughly 5.37 total miles of water line replaced to date and said it has about 41 miles of system-wide mains.
Presenters listed specific projects: road reconstruction and resurfacing, nine alleys recently awarded for construction, five alleys completed in prior work, and a Veterans Park parking lot project tied to a $2 million grant. Staff said a separate HUD application is pending and would add roughly another $1 million if awarded. For the Relief Sewer 1B project, staff emphasized work was not only sewer replacement but also included road reconstruction and overlay in the Goodson Road/Joseph Campau area.
Council approved a resolution to add construction services for the South Goodson Alley/Veterans Park contractor so work would not be delayed while administrative items were finalized; staff said that decision shortened the timeline because construction was ready to begin. Separately, staff described a site-specific delay on Joseph Campau caused by Wayne County inspection requirements and shallow utility ducts; staff said the parties reached an on-site agreement after review by the county's director and coordination with AT&T.
Councilmembers asked when awarded alley contracts would start; staff said the nine-alley contracts are completing bonding and insurance and will move to pre-construction quickly once papers are returned.
Council did not take additional funding actions at the meeting but approved the construction-services extension to avoid contractor delays.
