Town staff and consultants presented a draft Unified Development Code (UDC) to the Prosper Planning and Zoning Commission on Monday and asked commissioners to review the draft prior to a council workshop and subsequent council action in October.
Ryan Slattery of the consultant team summarized the work program and goals: the UDC consolidates multiple chapters (building regulation, business regulations, fire prevention, health and sanitation, subdivision, utilities, zoning and overlays), aligns code language with the comprehensive plan, and modernizes standards including environmental protections, stormwater and landscaping. Slattery told the commission the team produced a diagnostic report and chapter summaries to help reviewers quickly identify changes.
Staff said the draft will be posted to the town website and circulated to local development stakeholders for comment; staff described a public schedule that includes a council workshop in mid‑October and a council hearing later in October for action. The commission asked for additional materials to aid review: Commissioner Blansett asked for a concise list of substantive ordinance changes (rather than editorial or organizational edits) and a companion document cataloguing recommendations that were proposed but not incorporated, along with the reasons. Commissioners also confirmed that definitions previously scattered across multiple chapters were consolidated into Chapter 16 of the draft UDC.
Commissioners praised elements of the draft, including stronger enforcement options, updates to stormwater and green infrastructure provisions, and a clearer process for administrative review of minor plats. Several commissioners asked for clarification about specific standards (for example, what constitutes "enhanced" decorative tilt wall for office facades) and for examples or images to accompany technical standards; staff said final façade and site‑plan reviews will require submittal documents that staff will evaluate against the UDC standards.
No formal action was taken; staff indicated the draft UDC and the chapter summaries will be posted for public review and that staff will collect public comments before returning the document to the commission and then Council. Commissioners asked staff and the consultant to provide (1) a short, focused list of substantive code changes for Council review, (2) a catalog of recommended edits that were not included and the rationale, and (3) clarifying examples for materials standards and for enhanced tilt‑wall treatments.
The commission did not vote on the UDC tonight; continued public outreach and an administrative review timeline were discussed. Staff encouraged stakeholders to submit comments through the town’s planning web page once the draft posts.
