Board says it will wait for OSBA model language before adopting student cell-phone policy; high school enforcement may differ from elementary

Chair Hurst told the Hermiston School District Board on Aug. 11 that the district is waiting for the Oregon School Boards Association to finalize model language for a student cell-phone policy.
"OSBA is working through a policy," Chair Hurst said. "The board has until October to adopt a policy." He said the association was vetting the language with its legal team before sending recommended language to districts.
Superintendent Dr. Mooney and administrators told the board the enforcement effort will look different by grade level, with a larger enforcement lift expected at the high school. Chair Hurst said student leadership and Associated Student Body representatives were being asked to help communicate the change at the high school.
Board members were told the district will not surprise families on the first day of school and intends to communicate the change before enforcement begins.
No formal vote or policy adoption took place at the meeting; the board will consider OSBA’s model language once it is released.
