Aurora codifies large-water-volume service guidance into city code to guide high-usage developments

The Aurora City Council on July 28 introduced ordinance 20 25 71, adding section 1-38-161 to the city code to formalize a 2023 guidance matrix for large water-volume service requests within Aurora’s water service area.
Marshall Brown, general manager of Aurora Water, said the guidance helps prospective businesses understand acceptable water-use expectations, including a baseline allowance of up to 3,000 gallons per acre per day depending on how much water is returned to the system for reuse. "It takes into consideration the volume of water returned to our system so it can be recaptured and reused and again, sets expectations for large businesses, large water consumers," Brown told the council.
Mayor Pro Tem Sundberg and Council Member Coombs moved and seconded the ordinance introduction; the motion passed unanimously. Council members said placing the guide into code will make expectations clearer for developers and help manage the city's long-term water supply planning.
Staff noted the codification does not immediately approve any specific large-volume service requests; instead it sets standards so that future applications and annexations (including the Sandy Point item discussed the same night) can be reviewed consistently against codified criteria.
Next steps: The ordinance was introduced and will return for subsequent readings as required by the municipal code.
