Williamson County to issue RFI for digital evidence management systems; no purchase committed

Williamson County on Aug. 19 approved a request to issue a request-for-information (RFI) asking vendors to describe available digital evidence management systems, a preliminary step to studying whether to replace or augment the county’s current homegrown system.

The item (pulled from the consent agenda for discussion) drew questions from commissioners about project timing and competing technology initiatives. Richard Temple, Technology Services, described the county’s present arrangement as a “very robust but homegrown” system that uses on-premises storage with a Laserfiche back end. Temple told the court the RFI is informational only: “We're simply asking to do an RFI…No obligation. We don't even wanna talk about buying anything at the moment. We're just trying to learn the market.”

Why it matters: County law enforcement, prosecutors and records staff rely on digital-evidence tools for storing, sharing and producing files in legal processes. Staff said the market study will inform whether the county should continue to modify the current system or consider commercial alternatives; any procurement would be a later, separate decision.

Commissioner Covey said she pulled the item from consent to understand whether staff could handle another major project while several large IT initiatives are underway, including a CAD and ERP implementation; Temple and others said the RFI is a long-term, low‑commitment step and not a near-term purchase. The court approved the motion to advertise for vendor responses 5-0.

Next steps: Technology Services will issue the RFI and return with findings and any recommended next steps. Commissioners asked staff to be mindful of capital-improvement-plan (CIP) pressures and to focus on long‑term affordability if the county later pursues replacement options.
