Reynolds, who identified his address as 450 East Walcott Lake Court, said he attended advisory‑board and planning meetings and had observed developers surprised by the detailed breakdown of fees when moving a project forward. "When they get to see behind the scenes that, by the way, you're paying this much in these refuse and this much in permits and this much in these, they really start to question where those numbers come from," he said.
