The Personnel & Finance Committee voted to recommend denial of a proposed contract between Dane County and Smart Communications Holding Inc. to provide jail resident telephone, video visitation and mail scanning services. The committee action followed multiple prior Public Protection & Judiciary (PP&J) meetings, extensive public comment, and committee discussion about pricing, data use, mail scanning and contract length.
