Board reappoints outside auditor Carr, Riggs & Ingram after single RFP response

The Bay County School Board on July 22 approved the committee recommendation to retain Carr, Riggs & Ingram (CRI) as the district’s outside financial auditor after the district’s RFP process received a single responsive proposal.
Dan, the district contracting official who advised the selection committee, told the board that a 2021 Florida statute requires elected boards to select an external auditing firm and that the committee included a board representative, local citizens and advisers. The RFP was published on the district website and DemandStar; CRI was the only firm to respond. Dan and the committee recommended CRI, which has audited the district for more than a decade.
A motion by Mr. Register, seconded by Miss Leonard, carried on roll-call vote. The board did not discuss alternate firms or reasons for the limited response beyond the presenter's note that the district had proactively contacted firms to encourage submissions.
The board confirmed the committee used the prior RFP template updated to align with the state requirement. No contract amount or term was discussed on the record at the meeting; staff said more detail would be available in the procurement materials.
