The Beaumont City Council on July 15 adopted an initial study and mitigated negative declaration (MND) for the Cherry Channel drainage project (CIP R‑07), clearing the way for design and later construction to line an existing geomat‑lined storm channel with concrete.
City project manager Vince Lopez told the council the channel, located along Cherry Avenue between Cougar Way and Oak Valley Parkway, currently uses turf‑reinforced geomat that has deteriorated due to urban runoff. The project would replace the geomat with concrete to improve conveyance and reduce ongoing maintenance costs.
Lopez said the initial study examined air quality, biology, greenhouse gas emissions, cultural and tribal resources, hydrology and noise; a burrowing‑owl survey found no burrows on the channel. The draft MND was available for 30 days and the only public comment received was from the California Department of Fish and Wildlife; staff said the agency’s comments were addressed in the draft document.
Fiscal impact: staff reported no direct fiscal impact from adopting the MND; mitigation measures and monitoring requirements are incorporated into the project.
Action: Council voted to adopt the mitigated negative declaration and the mitigation and monitoring program and directed staff to file a notice of determination with the Riverside County clerk/recorder.
Ending: Adoption clears an environmental review milestone; design and project procurement steps will follow per the city’s capital improvement schedule.
