Commissioners delay decision on foreign-trade-zone letter for Flextronics in Round Rock

Williamson County commissioners elected to delay action July 15 on a proposed letter to the U.S. Secretary of Commerce supporting a foreign-trade-zone designation for Flextronics’ Round Rock location.
Staff and local economic-development representatives described the program as a tool that defers certain import duties and can result in a local inventory tax exemption for qualifying inventory. Dave Porter, Executive Director at the Williamson County Economic Development Partnership, and Zach Scott of the Round Rock Chamber said the designation applies to a small portion of a manufacturer’s inventory and for Flextronics would amount to roughly $10,000 a year in local tax effect under the county’s estimate.
Ben Ramirez, who manages the foreign trade zone for Central Texas, said there is currently one other FTZ user in Williamson County (Warm Audio) and that regional interest has increased because of tariff shifts. Commissioners asked whether the action was effectively an incentive for a company already located in the county and whether it would set a precedent for other firms. Commissioner Long asked for more time to understand long-term implications and precedent. Commissioner Covey withdrew a second on the motion, and the court tabled the item for at least one week so staff could provide additional information.
Round Rock and Round Rock Independent School District had already supplied letters of no objection; county staff said the county’s letter would be the final local step before forwarding the FTZ application.
No vote on the substance of the FTZ designation occurred; the item will return for further consideration.
