Council approves final PUD, special-assessment petitions and work ordinance for Vista Ridge First Edition

The Andover City Council on July 8 approved a package of land-development actions for the Vista Ridge First Edition subdivision.

Planning staff said the final PUD before the council covers about 20 acres and was reduced from the preliminary submittal to 25 lots on the southern portion of the overall subdivision; staff said the developer intends to plat and develop the project in phases. The council voted to accept the planning commission's recommendation and approve dedication of land for public improvements.

Following that approval, council approved petitions for stormwater drainage, paving, water and sanitary sewer improvements for Vista Ridge First Edition; those improvements will be paid 100% by special assessments on benefiting properties, staff said. The council also approved the developer's agreement and adopted a resolution of advisability associated with the special assessments.

Finally, the council adopted a work ordinance authorizing construction of the internal improvements tied to the project. All votes on the package were recorded as unanimous (5-0) at the council meeting.

Staff and the developer's engineer (Jason Gish, MKEC) told council the phased approach avoids requiring letters of credit for the full subdivision at once and allows the developer to start with the southern phase; staff said engineers are coordinating tie-ins for utilities and roads across adjacent developments.
