Ada County commissioners approve updated purchasing thresholds, several contract awards and routine items

The Ada County Board of Commissioners voted July 1 to adopt a resolution delegating updated purchasing and contracting thresholds to elected officials and department heads, approved several contract awards, and handled routine licensing, claims and personnel items.
The board approved Resolution No. 3101, which delegates purchasing and contracting authority up to $7,500 to elected officials, and sets procurement-department thresholds for purchases between $7,500 and $100,000 to align with state procurement law changes that took effect the same day. The resolution also delegates authority to issue public-works purchase orders up to $50,000 and establishes monitoring of delegated authority, with the board reserving the right to rescind delegations.
The board approved two public-works bid awards: Bid 25066, for the Eddy County Sheriff’s Office CTC tenant-improvement project, was awarded to Optimum Build Group for $92,749 after the solicitation returned three responses and one bidder was found nonresponsive; and Bid 25065, the Ada County EMS Station 38 HVAC replacement, was awarded to Harris Mountain West as the lowest responsive bidder for $99,000 after seven responses were received.
Two request-for-proposal items were tabled for further consideration: RFP 25058 (Ada County employee benefits consultant) was continued to the July 8 open business meeting while the evaluation team completes interviews; and RFP 25061 (Ada County towing services) was retabled to July 8 after a protest was filed by 5 Star Towing.
The board also approved Resolution No. 3104, a sole-source procurement to purchase Trimble GPS equipment needed to maintain continuity of GPS systems used on landfill heavy equipment as Ada County transitions some fleet.
