Kossuth County extends moratorium on utility-scale solar applications to Dec. 31, 2025

The Kossuth County Board of Supervisors voted to extend a county moratorium on processing applications to construct large-scale or utility-scale solar energy systems through Dec. 31, 2025.

The extension was approved on a first reading and the board later voted 4–1 to waive the second and third readings, allowing the ordinance to become effective more quickly. Supervisor Paz cast the lone no vote on the waiver. The first-reading vote was recorded as carried by roll call.

The board opened a public hearing on the proposed extension at the start of the meeting and, after a brief interval with no public comment, closed the hearing before taking action. Supervisors also confirmed that notice of the public hearing had been published in the county’s legal newspapers in June as required.

During the meeting supervisors asked procedural questions about publication and scheduling but did not receive substantive public testimony opposing or supporting the extension during the hearing. No ordinance number was specified in the meeting record.

The board’s actions move the moratorium extension forward; because the supervisors waived additional readings, the extension will be effective without further county-reading steps. The extension applies countywide to “the processing of any applications to construct large scale or utility scale solar energy systems or associated facilities anywhere in Kossuth County” and runs through Dec. 31, 2025.

Officials did not specify an ordinance number, give a citation, or list any pending applications that would be affected by the extension during the meeting.
