County planning commission approves multiple conditional minor subdivisions, tables one application for missing fee

The Carbon County Planning Commission approved a series of minor subdivision and conditional plan recommendations at its meeting and took administrative actions on incomplete applications.

Staff recommended approval for several minor subdivisions after the applicant addressed review comments, and the commission voted to grant conditional plan approvals where outstanding items could be completed before final recording. Among approvals recommended by staff and affirmed by the commission were a lower-shape minor subdivision presented by Van Cleef (applicant responded to a five-page review letter), a conditional approval for Howard S. and Susan Bartholomew at 07:25 Old State Road, and conditional approval for a multi-lot consolidation involving property described by staff as the Getz/inglorio/seltzer parcels near the State Park intersection. For each, staff listed missing or incomplete items such as surveyor certifications, signatures, monumentation, and mapping of significant natural features, and recommended conditional approval with those items to be corrected.

The commission also considered an application from Barry and Regina Genic in the watershed area. Staff reported the proposal had been revised since an earlier submission, reducing the plan to two lots on roughly 13 acres; staff noted local borough ordinance limits on one-lot septic systems within a half-mile of the lake and recommended additional plan requirements including revised setback figures, demonstration of Jim Thorpe Borough sewer availability and a soil erosion control plan and NPDES permit if disturbance exceeded one acre.

One application, for Larry D. and Barbara Shackle in Bonastown, was tabled because the applicant’s engineer had not paid the required review fee (staff said an additional $50 was owed). County staff said they sent an administrative-completeness notice and will place the application on the July 15 agenda if the fee is paid; otherwise staff will return the submission to the homeowner.

Separately, staff reported that PPL (utility) has proposed a new 230-kilovolt substation in Tresco; staff noted the filing but no formal county action was taken at the meeting.

Commissioners and staff also discussed the county’s new comprehensive plan and an accompanying Greenway and Open Space Plan prepared by consultant HRG. Commissioners encouraged planning commissioners to review the new comprehensive plan goals, objectives and potential funding lists; county conservation staff said regional meetings to promote the open-space program and the new plan were underway.

Motions at the meeting were routinely moved and seconded and the chair called for voice votes on approvals; the meeting record does not include individual vote tallies or names for every motion. Staff listed follow-up requirements and conditions that must be satisfied before final plan recording or building permits are released.
