County manager previews 2025 CSA legislative proposals; board discusses potential Greenlee County implications

County Manager Derek Rapier briefed the Board of Supervisors on proposed County Supervisors Association (CSA) legislative items for the 2025 session and the CSA summit process for consideration and voting.

Rapier explained the CSA process: sponsoring counties present proposals, the CSA staff and membership ask clarifying questions, proposals can be modified (for example converted from a bill to a resolution) and the membership votes at the summit. He said the proposals were color coded for discussion: blue for statutory change, tan/brown for a resolution or policy position, and green for appropriation requests.

Rapier highlighted several proposals he judged most relevant to Greenlee County, including a permanent primary‑date shift (aiming to avoid compressed timelines for early/overseas ballots and presidential-year deadlines), a consumer disclosure bill for real‑estate buyers (disclosing zoning, access and utility proximity), a resolution urging broader distribution of reentry program funding, and a prospective statute to strengthen county control over use of county and municipal names/logos. He also summarized discussions across counties about open‑meeting law changes, the ability of boards to hire outside civil counsel, public‑safety pension proposals and insurance market concerns (particularly wildfire and home‑insurance nonrenewals in some counties).

Rapier advised the board that several proposals may be difficult to move through the legislature and that CSA will prioritize defensive or high‑impact items during the session. He also noted that some budget appropriation asks may not advance depending on statewide budget dynamics.

Board members did not take formal votes on positions during this briefing; Rapier offered to meet individually with supervisors to discuss proxy votes and to return with more detailed analysis before the CSA summit.
