The Lewiston City Council voted to deny an application by Danelle Wright Lewiston Partnership LTD to rezone two parcels totaling about 77 to 78 acres from A-10 to R1/R12.
Mayor Mark Gibbons told the council that "state code is very clear on land use requests" and that the public hearing on rezones had been held at the Planning & Zoning Commission, not at the council meeting. The Planning & Zoning Commission had recommended denial of the rezone by a 5–0 vote, the council discussed that recommendation and then voted to deny the request.
The motion to deny was seconded and the council reported the motion carried by a 4–0 tally; one council member was excused and out of town. No ordinance number or additional zoning conditions were specified at the meeting.
During the resident input period, Deb Williams said she was concerned about the information provided to the public about the rezone and about the city’s planning for growth. "I'm concerned that we didn't have enough public disclosure," Williams said, adding that she would like the city to provide studies on traffic, public services, water and sewer impacts, and the anticipated capital costs associated with new dwellings. Williams recommended use of impact fees and an updated city plan to ensure new development pays for initial infrastructure costs rather than placing the burden on existing taxpayers.
