Staff cited repeated violations: unpermitted structures, overstacked pallets taller than the pallet‑yard standard, pallets stacked with insufficient separation, trailers and commercial vehicles parked in the public right‑of‑way, accumulation of trash and debris, and unpermitted utilities.
