Council direction and concerns: Councilmember Michael (first-name basis) proposed asking Jones & DeMille for an estimate so the town can decide whether to pursue the TAP grant. Staff noted grant rules can vary and that preparing a full grant application has a short turnaround; staff also said the town currently lacks the internal capacity to prepare a large grant in the next two months. Council asked staff to confirm with Jones & DeMille whether providing an estimate would preclude the firm from bidding on the resulting work under grant rules.
