Comal County commissioners approve claims, plats, budget changes and several routine items

Comal County Commissioners Court approved a series of routine but consequential administrative and budget items at its July meeting, including claims totaling $1,680,287.20 and several departmental budget and personnel actions.

Most prominent among the approvals, the court voted to: approve claims for July 2025 totaling $1,680,287.20 (EFTs $1,068,294.21; regular claims $611,992.99); accept an amendment to the plat of Devils Backbone Heights combining Lots 42 and 43 to establish Lot 42R; accept a voluntary dedication of right of way on the northeast side of Hoffman Lane at FM 1102; authorize submission of a state grant application to help cover the county match for a dam rehabilitation project; accept the tax assessor-collectors June 2025 monthly collection report; approve a budget reduction to the public health emergency preparedness (PHEP) grant budget following a 28% funding cut; create and fund a temporary indigent-health case coordinator through Dec. 31, 2025; and approve a line-item transfer in animal control to purchase additional traps.

Motions were made and seconded as recorded in the meeting. Examples: Commissioner Hogg moved to approve the claims as presented (EFTs $1,068,294.21; regular claims $611,992.99); Commissioner Leacock seconded and the motion carried. Commissioner Crownover moved and Commissioner Webb seconded the plat amendment; that motion carried. The court approved the public health budget revision after staff said the grant has been reduced to 72% of prior funding and that the amendment revises staffing timelines accordingly.

One item was deferred: a sheriffs request to fund replacement of a sliding gate and construct an ADA ramp and new sidewalk at the sheriffs office was not taken up; the sheriff asked to return with a clearer, consolidated estimate and the court did not object to postponing action.
