County counsel explained the Environmental Control Hearing Board is established by special act and that the county must consider the county health director’s recommendation when appointing the environmental control officer. The county health director recommended Heather Waters, the department’s environmental manager; the Board voted to appoint her to the role.
The environmental control officer prosecutes environmental and public‑health enforcement cases before the Environmental Control Hearing Board and coordinates with the county on compliance and enforcement matters. Waters told commissioners she looked forward to carrying on the work of her predecessor.
