Staff reports progress on five-year homeless response plan; public engagement phase complete

County staff said public engagement for the five-year strategic plan for the homeless response system is complete and synthesis and drafting are underway; staff expects presentations to the Board of County Commissioners later this summer and a draft to the RHC by late summer/early fall.
Jackie Velasco, leading the five-year-plan effort, told the Regional Housing Council that public engagement for the strategic plan has concluded and that staff are synthesizing survey and targeted-listening-session results.
Velasco said the county received a strong level of response from the public-engagement effort and will use that material to draft the plan over the summer. County staff said they expect to present synthesized findings to the Board of County Commissioners later this summer and to return to the RHC with draft plan materials late summer or early fall, with an aim to present a final draft in October.
Why it matters: the five-year strategic plan will guide how Thurston County and partner jurisdictions coordinate the homeless response system. Velasco said the RHC has in prior years been asked to provide feedback and endorsement to aid the Board of County Commissioners in the plan's formal approval.
Council members asked about the RHC's role in shaping the plan and were told the formal approving body is the Board of County Commissioners, but that RHC endorsement has been sought previously and remains part of the intended process.
Staff did not seek a vote at the meeting; the update was informational and focused on timeline and next steps.
