Wagoner renews OMAG workers' compensation coverage after staff recommendation

Wagoner City Council voted on July 23, 2025, to continue the city’s workers’ compensation insurance with OMAG after staff said alternative quotes were substantially higher.
City staff presented a memo summarizing insurer quotes and historic loss runs and recommended remaining with OMAG for the coming year. “The only one that came in that actually gave us a quote was $70,000 higher than the OMAG quote. So I suggest we stick with OMAG for this year at least,” said Laura Lisonbee, a staff member who presented the quotes and run reports.
Councilmembers moved and seconded the recommendation and approved the motion on a roll call vote. The council’s recorded votes were: Butler — yes; Sampson — yes; Wilson — yes; Wright — yes; Wagoner — yes; Thomas — yes; North — yes; Higginbotham — yes. The motion passed.
Minutes later, the Wagoner Public Works Authority (a separate governing board) held a special-call meeting and approved the same insurer for its employees for another year. A motion to renew the insurer (recorded in the transcript as OMAG/O'Malley/O'MAG variants) passed on a roll call with all members voting yes.
The staff presentation included historical “loss run” figures and a term-date explanation; staff explained that insurers base quotes on the prior year’s loss history. The council did not direct staff to seek further quotes before next renewal.
No ordinance or resolution number was assigned to the motions; both bodies recorded the approvals during their respective special-call meetings and then adjourned.
