Planning staff told the City of Green River Planning Commission on June 17 that the BookCliffs development is advancing through project‑level design coordination and that the department recently issued a demolition permit tied to the project.
Staff said meetings are scheduled to address cross sections of roads, public utilities, road base and ADA accessibility, and that the developer had requested preliminary approval. Staff declined to grant preliminary approval until existing buildings are demolished and nuisance/abatement issues are addressed; the department cited the site’s history of noncompliance as a reason to require sequential approvals.
Commissioners discussed that preliminary approvals can be useful to developers for financing and design decisions, and urged staff to consider whether conditional preliminary approvals could be used to allow developers to proceed with engineering while ensuring the city’s abatement and demolition conditions are satisfied. Staff said they would bring the matter forward if timing or financing constraints make a preliminary determination necessary.
No formal action was taken; staff will continue coordinating with the developer and will return to the commission or present conditional approvals if warranted.
