Budget cuts would delay parks improvements and several facility projects, staff say

Clay County department heads reviewed a long list of proposed parks and facilities projects that staff recommended for deferral or scaling under the budget reduction options presented June 17.
Parks and recreation director Justin Pierce told commissioners that the Doctors Lake project is a multi‑phase $1.6 million program (pier, kayak launch and bulkhead first) currently in design; staff recommended finishing design work (about $200,000) and then shelving construction until funding or grants are secured. A separate “treehouse” at Camp Chow reportedly was flattened by a storm and is at about 60% of a redesign effort; staff said design costs are roughly $100,000 and recommended pausing construction and seeking external funding or sponsorships.
Other parks items under review included field lighting at Walter Odom Park, Moody Park remodeling (an accessible inclusive playground already functional), scoreboards and gun-range storage/barn projects. Staff said they have a potential corporate sponsor for scoreboards but recommended removing several next‑year projects from the capital plan if cuts are required.
Facilities and administrative items Facilities staff listed projects such as an arbor lift purchase, restroom replacements at county parks, Orange Park Senior Center lighting and the Green Cove Springs library roof. MIS director Dean Hain described deferring a planned storage array replacement (video storage) as a technical deferral that will keep systems operational but increase future replacement risk.
Ending Commissioners asked staff to look for grant and sponsorship opportunities and to provide an itemized list of projects with remaining commitments so the board can decide which current‑year appropriations could be closed and returned to reserves.
