Valley County facilities and solid-waste staff updated commissioners on ongoing work at the county transfer site on June 9 and introduced new solid-waste staff member Terry Canada, who the county said began work that day.
Facilities staff reported that footings for the Z wall were poured and that the temporary transfer site will require a buried pond-style liner under a prepared sand base at DEQ’s request; the county has purchased a liner and will install it per the regulator’s conditions. Staff said they have multiple pending change orders, including additional liner work, structural footers for snow sheds, repainting and sandblasting of columns, relocation of a fuel system pad and other items.
Staff outlined the temporary site layout: roll-off containers with covers and lighting will be used for household loads, and a separate building (when completed) will be used for large commercial haulers. Temporary site staging, erosion and containment measures were discussed; staff said they will manage material containment and consider eco-blocks or stacked concrete barriers. Commissioners and facilities staff discussed scheduling major pours tied to planned site closures (for example, Juneteenth) and additional bids for sidewalk replacement and capital improvements (bulletproof wall/glass for the sheriff’s department were mentioned as forthcoming capital improvement requests).
Facilities director Scott (surname not stated) introduced new employee Terry Canada and said IT and onboarding were in process. There was no formal vote recorded for the personnel introduction.
