Yamhill County commissioners approve multiple fee changes, contracts and service agreements

At its June 12 meeting the Yamhill County Board of Commissioners approved a series of board orders, contracts and amendments including planning and survey fee increases, multi-year police-service contracts with Sheridan, several behavioral-health agreements and a fund transfer to cover a loan payment.
The Yamhill County Board of Commissioners on June 12 approved a package of board orders, contracts and amendments covering fee schedules, intergovernmental police services, behavioral-health program agreements and an internal transfer of appropriations to cover a loan payment.
The board voted to adopt an increase to certain fees charged by the Department of Planning and Development, effective July 1, 2025, and to amend fees charged by the Yamhill County Surveyor with the same effective date. The board also approved a two-year police-services contract between the Yamhill County Sheriff’s Office and the City of Sheridan for $642,030.48 for fiscal year 2025–26 and $655,039.80 for fiscal year 2026–27, covering the period July 1, 2025, through June 30, 2027.
Health and Human Services items approved included adoption of proposed usual-and-customary behavioral-health rates, public-health clinic rates and environmental-health fees for 2025–26 (effective July 1, 2025); Amendment No. 3 to Agreement No. 180161 with the Oregon Health Authority extending that agreement through June 30, 2026 (board order 23-176); an amendment to a contract employment agreement increasing an administrative services rate to $39.14 per hour (not to exceed 19 hours per week) effective July 9, 2025; and school-district counseling agreements with the Willamina School District (not to exceed $77,177.61, September 2025–May 2026) and the Sheridan School District (not to exceed $129,087.45, September 2025–May 2026). The board also approved an amendment to the county’s behavioral-health services agreement with the City of McMinnville (board order 24-078), retroactive March 1, 2025, through February 28, 2026.
Separately, the board approved a transfer of appropriation authority within Fund 440 (from line 1030027-82001 to 1030027-79500) of $359,993.33 to increase the loan interest payment line for the first payment on a land-acquisition loan due June 2025. County staff explained the reallocation is intended to comply with Oregon budget law, which requires debt service to be appropriated separately from capital or operating expenses.
Most motions were moved and approved without extended debate; several items were described as unanimous approvals by the chair. For the consent agenda the clerk recorded the motion as passing with Commissioners Starett and Johnston voting aye and Commissioner King recorded as absent. For other items the board used voice votes and the chair announced motions as passed.
The board did not discuss substantive policy changes beyond what is noted above during these votes.
