Comal County approves TxDOT agreement to install final flood‑monitoring nodes on Guadalupe River

Comal County commissioners on May 22 authorized a multiple‑use agreement with the Texas Department of Transportation to place a flood‑monitoring node and a siren on state highway right‑of‑way at the Guadalupe River.

The agreement covers one of three remaining locations in the county's high‑water warning system; county staff said executing the agreement will allow crews to complete the final crossings in about three weeks once TxDOT routes the document.

Why it matters: The high‑water warning system is intended to provide audible and electronic alerts at known flood crossings along the county’s rivers. Placing the node and siren in TxDOT right‑of‑way required an interagency agreement because the site lies on state highway property.

County staff explained at the meeting that Nichol’s Landing is on county jurisdiction and did not require TxDOT permission, another crossing had a negotiated access agreement with private landowners, and the final site (referred to in the materials as location 7311) sits within TxDOT right‑of‑way. The resolution authorizes the county judge to sign the agreement and to act on behalf of Comal County in matters related to the installation.

Commissioner Crownover moved to approve the resolution authorizing the agreement with TxDOT; Commissioner Leacock seconded. The court approved the resolution by voice vote.
