Charter panel affirms planning and zoning flexibility, clarifies term limits

The City of Anna Charter Review Commission voted June 11 to approve revisions to Charter Article 9, which governs the Planning and Zoning Commission (P&Z). The commission approved language clarifying that the city’s comprehensive plan serves as guiding principles rather than an absolute mandate for Planning & Zoning decisions and aligned P&Z member term-limit rules with those for other boards and commissions.

Commissioners asked staff to clarify how partial terms are treated under the term-limit language. Clark, the commission’s legal adviser, explained that under the drafted language an appointed member who serves an unexpired (partial) term does not have that partial term count toward the limit on consecutive full terms; only a fully completed term counts toward the three-term limit. Commissioners discussed how the wording should reflect that understanding; staff confirmed the intent was to apply term limits only to fully completed consecutive terms.

Commissioners also discussed whether timelines tied to minute approvals should be different for P&Z because P&Z meets monthly. One commissioner noted the earlier change from three weeks to six weeks (for other boards) and asked whether a different standard was needed because Planning & Zoning meets less frequently. The discussion concluded that the monthly schedule meant some timing references needed to reflect the commission’s cadence.

A motion to approve Article 9 as redlined, with the clarified term-limit interpretation, was made, seconded and passed by roll call. The approved redline will be forwarded to city council as part of the commission’s final report.
