Kaysville staff presented a multi‑part proposal of code updates intended to standardize design and improve safety and project review. The council accepted the package for formal action and directed staff to forward text amendments related to land‑use code to the planning commission for a public hearing.
The main items staff described were:
- A proposed drainage manual to provide technical standards for stormwater design and to reduce the risk of future drainage failures in new subdivisions. Staff said the manual aims to provide consistent, modern guidance for natural channel solutions and detention design.
- New guidance on temporary turnarounds and a code provision to allow driveway alternatives, which staff said will save cities and developers tens of thousands of dollars by reducing the need to build full asphalt turnarounds in some circumstances.
- A crosswalk policy with a clear checklist and go/no‑go diagram for staff to evaluate requests for marked crossings, including the role of hawk signals and crossing guards.
- Thresholds and content requirements for traffic impact studies, so staff and applicants know when a study is required and what it must contain.
Councilmembers asked staff to return with ordinance language so the planning commission can hold a public hearing and the council can consider adoption at a later meeting. Staff agreed to revise the draft by incorporating commission comments and the council’s guidance.
