County authorizes design work for Fitzhugh Road intersection to align with TxDOT corridor plans

Hays County Commissioners on June 10 authorized a professional services agreement with Cobb & Fenley and Associates to provide design and utility coordination for the Fitzhugh Road project in Precinct 4, a corridor included in the county’s 2024 road bond program.
Commissioner Hammer said the agreement is intended to align county intersection work with TxDOT’s larger SH‑12 corridor design, which is scheduled for letting in spring 2026. Jennifer Michigamba, the county’s transportation director, explained that coordinating project design now will allow the Fitzhugh intersection plans to be included in the TxDOT bid package or conveyed as a change order, reducing the county’s separate construction‑management burden and overall costs.
The agreement covers design services and utility coordination; county staff noted that the corridor is primarily on well/septic parcels but that utility verification is required. Commissioners approved the contract and directed staff to use the reimbursement mechanism previously authorized by the court (a reimbursement resolution for certain tax‑exempt obligations) when applicable.
The vote was recorded in open session; no amendment to the bond program was required at the time of approval.
