Commission approves PD amendment reducing ROW and utility easement widths; applicant says unit count unchanged

The Planning and Zoning Commission approved an amendment to PD24‑45735 that makes three technical changes to an earlier Planned Development: reducing an eastern road right‑of‑way from 50 feet to 45 feet, decreasing corner‑lot street‑side setbacks from 15 feet to 10 feet, and reducing the width of utility easements along rights‑of‑way from 10 feet to 5 feet.
Emily Johnson of the City of Ocala Growth Management Department said the amendment does not change permitted uses, lot sizes, number of lots, layout or buffers. She said Ocala Electric Utility reviewed the reduced 5‑foot easement and approved it with the condition that subsection 70‑60203 requirements be met. Johnson noted staff had received two letters of opposition, which were provided to commissioners.
Applicant representatives (Tillman Associates/John Harvey) said the engineering and geometry design work after the initial PD approval identified minor reductions necessary for the design and stressed the amendment does not increase the number of units or alter buffers. Harvey said the adjustments are internal to the approved concept and were needed to proceed with detailed design.
The commission carried the motion to approve the amendment in a roll call vote with Branson, Boudreaux, Carlock, Martin, McDonald, London and Lopez recorded as voting aye.
Why it matters: The changes are engineering‑level adjustments intended to advance construction drawings; staff said they do not increase project scope or trips and the approval is conditioned on meeting Ocala Electric Utility requirements.
