Lyon County adopts final 2025–26 budgets for county and multiple special districts

The Lyon County Board of Commissioners approved final budgets for fiscal year 202526ndash;26 for the county and for several district boards during a regularly scheduled meeting, with each approval passing unanimously, 5-0.

County counsel Josh Foley read a letter from the Department of Taxation into the record stating the county's tentative budget "has been examined" and "is in compliance with the law and appropriate regulations," and the board then opened and closed required public hearings before taking action on the final budgets.

The only change between the tentative budget and the final county budget was an increase of $7,000 in the commissioners' service and supplies line and an additional $210 allocated to contingency, which reduced the general fund contingency by $7,210 compared with the tentative budget. County staff told commissioners the budget assumes drawing down the fund balance by slightly more than $4,000,000 and that ongoing revenues are being used to cover ongoing expenses; the proposed contingency is funded from the county's fund balance rather than ongoing revenue. Counsel and staff also told the board they are watching consolidated tax revenue trends, which appear likely to decrease next year, and recommended maintaining the budget as adopted while monitoring revenues and contingency levels.

The board convened in turn as the governing bodies for several local districts and approved identical final budgets, each following the same pattern: the Department of Taxation letter was read into the minutes, no public comment was received, and the board voted to adopt the final budget by a 5-0 tally.

During discussion of the county budget, staff reiterated that contingency was not funded from ongoing revenues but from the county's fund balance and explained that turnover and under-spending in some departments helps offset planned uses of fund balance. Commissioner Jacobson asked specifically whether contingency funds were truly available for spending or were effectively placeholders; staff responded that the contingency is funded from prior-year cash savings (the fund balance) rather than ongoing revenue.

There were no public speakers on the budget items at any point during the multiple hearings; after the final votes the board returned to general public participation and then adjourned.
