Osage County commissioners press for payroll fixes after ADP glitch; approve administrators resolution

On June 10 the Osage County Commission heard extended discussion about a payroll processing failure tied to the county’s migration to ADP, and approved Resolution 2025-11 to formalize who may administer the county payroll system.
The exchange followed a payday when “some” employees did not receive funds on the scheduled date after payroll was processed through ADP, county staff said. An unidentified payroll staff member told the commission: “The answer I got from ADP was because payroll was approved…we can't find the root cause of why the hours did not go through.” Commissioners and staff pressed for contingency steps so employees would not be left waiting again.
The county clerk’s office and payroll staff said the county is investigating when hours are approved, how entries import into the processing worksheet and how the county’s accounting system (CIC) receives payroll data. Staff said some payroll must still be entered manually for departments with many employees, including the sheriff’s office, which tightens timing during cutoffs. A commissioner asked whether the county could prepare emergency paper checks; staff said doing so would create reconciliation risks and that they were consulting ADP about options.
Commissioners repeatedly emphasized the immediate harm to employees. One commissioner said the timing of the failure had been particularly damaging to staff and urged both faster remedies and a clear contingency plan for future pay problems. Commissioners also discussed administrative access to ADP and to reports so multiple commissioners could check payroll status during incidents.
To address administrative clarity, the board unanimously approved Resolution 2025-11, described in the meeting as “a resolution regarding authorized administrators for county payroll system.” The motion was made and seconded and the chair called the ayes; the clerk announced the motion carries.
Staff outlined next steps: pursue a technical root-cause with ADP, increase internal double-checks and consider operational contingencies (including limited use of manual checks) while migration issues are resolved. Commissioners directed staff to provide a timeline for delivering a written contingency procedure and for granting commissioners view or administrative access to ADP reports.
The discussion preceded other agenda items and the board moved on after the vote.
