Agency approves $19,000 sampling contract with ENA Engineering after permit issue

The Sarpy County and Cities Wastewater Agency on May 28 approved Resolution No. 10, a one-year, fixed-price contract with ENA Engineering Science and Technology to provide sampling and testing services following a recent permit noncompliance.
Agency administrator Dan Hoins told the board the noncompliance stemmed from the agency's vendor and that staff solicited three vendors before recommending ENA. "We did retain them early to go ahead and do the test. We missed the deadline on and it came back clean," Hoins said, and asked the board for approval of the $19,000 contract.
The contract covers monthly, quarterly and annual testing required under the permit. Hoins said the $19,000 contract is a pass-through cost paid by Meta and will be recorded as in-and-out for the agency. "This is a fixed cost of $19,000 and change, 1 year contract. And that is a pass through cost that is paid for by Meta," he said.
The motion to approve was made by the mayor of La Vista and seconded by the mayor of Gretna. The board approved the resolution on a voice vote: five yes, Bellevue absent.
The decision follows agency staff efforts to replace the vendor tied to the permit issue and to ensure ongoing compliance by contracting a firm with demonstrated testing capabilities. No change to agency rates or program scope was proposed as part of the contract.
Action details: Resolution No. 10 was approved as presented; the contract term is one year and the one-year fixed price is approximately $19,000, recorded as a pass-through payment from Meta.
The agency's next regular meeting is scheduled for June 25, when staff will return with additional items including a proposed reimbursement policy and a member service agreement with Gretna.
