Members identified the stretch between Superior and Pine as particularly degraded and noted several locations with stairs or missing curb ramps that may not meet Americans with Disabilities Act (ADA) standards. Committee members suggested two possible approaches: (1) repair and upgrade the East‑side sidewalk segments between Superior and Pine, or (2) prioritize one continuous ADA‑accessible corridor—potentially on the West side—connected to downtown crossings. Members said either approach would require clear, prioritized bullet points so staff can incorporate the committee’s input in preliminary design and budgeting.
Staff advised that an action item labeled “vote on recommendations” requires concrete written recommendations rather than a general conversation. Staff said committee members should provide bullet points that can be ordered by priority; the committee discussed splitting recommendations into “must‑have” items and lower‑priority items to match available funding.
Committee members raised other project details to be reflected in the recommendations: curb ramps at intersections, surface condition and missing sidewalk segments, mid‑block lighting, and connections to Third Street Pier. Members also discussed whether the project should include adjacent crossings and whether in‑lieu fees might be applied to nearby projects.
Direction given: the intersections subcommittee will draft a short, prioritized list of recommended fixes and curb‑ramp corrections for the full committee to review and vote on at a subsequent meeting. Staff asked the subcommittee to present recommendations in a clear bullet format so they can be carried into the project’s preliminary design and funding discussions.
