The Morrow County Board of Commissioners voted to finalize procurement steps for a sheriff’s office body and vehicle camera system and authorized the county administrator to sign the client services agreement with the vendor identified in the meeting as Utility Inc.
County staff said the procurement was originally presented on May 5 as a sole-source designation and that the board previously approved the sole-source determination. Staff also said a protest period was posted and that no protests were submitted. Commissioners moved to accept the offer and to approve the contract with Utility Inc.
The county presenter described the arrangement as an ongoing, multi-year agreement covering equipment purchases and services. In the meeting transcript a dollar figure was stated as “about $285,100,000 dollars over several years.” The transcript did not include supporting documentation for that figure and the board record in the meeting did not provide a corrected value; the amount should be verified in county contract files.
One motion authorized the sheriff to sign and accept the offer from Utility Inc; a second motion approved the contract and authorized the county administrator to sign the client services agreement. Both motions passed by voice vote; the transcript records commissioners saying “Aye” but does not include a roll-call tally with individual member votes.
The board also noted that the designated protest period had closed with no protests, allowing staff to proceed with finalizing the procurement this fiscal year. The motions, as recorded, direct staff to complete the contract execution; no amendments or alternate vendors were adopted during the meeting.
