Board approves Cross Mountain rezoning to protect summit from development
Summary
Douglas County commissioners approved a request to rezone 17.9 acres on Cross Mountain from Agricultural-1 to Open Space Conservation to preserve the top of Cross Mountain and important wildlife habitat.
The Board of County Commissioners on June 10 approved a zone map change to reclassify a 17.9-acre portion of a Cross Mountain parcel from Agricultural-1 to Open Space Conservation.
Trevor Bedford, senior planner with Douglas County Planning Services, presented the application and said the rezoning request would protect the top of Cross Mountain from future development. The property owners, Leanne Davis and Andrew Frederick Clark, own a roughly 55.2-acre parcel and requested rezoning for the northeast corner to preserve wildlife habitat and scenic views.
Bedford said Larkspur Fire Protection District expressed concern about reduced tax revenue but that referral comments otherwise raised no objections. The Planning Commission recommended approval 5-0 at its June 2 hearing. No members of the public spoke at the Planning Commission hearing and only one nearby owner submitted written support, staff said.
Rob Herman, a real-estate agent representing the owners, described on-site wildlife observations including elk and mule deer and said the owners want to ensure the summit is conserved if the property is sold in the future.
A commissioner moved to approve the Cross Mountain zone map change (project file DOC2025-001); the motion passed unanimously.
