Skagit County launches ClearPoint dashboard to track strategic plan progress

Skagit County on May 27 demonstrated early implementation of a ClearPoint balanced‑scorecard dashboard intended to make the county strategic plan’s goals, measures and project milestones visible to staff and — later in 2025 — to the public.
Deputy Administrator Jennifer Johnson and ClearPoint implementation lead Jess Boffy showed a first draft of a county landing page that maps the plan’s five Key Focus Areas (KFAs) to measurable goals, initiatives and milestones. “Years of work are being distilled into one digital location,” Boffy said, describing dashboards that will show goal status, key performance indicators, milestone Gantt charts and initiative updates.
Why this matters: County leaders said the ClearPoint platform will replace spreadsheets and make progress transparent to employees and, eventually, residents. Commissioners were shown examples of dashboards for workforce metrics, County Connects (internal training/networking), and project milestones; staff said the goal is to put internal access in place by June and to publish a public‑facing dashboard by the end of 2025.

Cautions and next steps Staff said much data will need to be standardized — some measures lack historical baselines and work remains to align data sources across departments. Commissioners asked that ClearPoint links be added to public pages and that budget‑to‑strategy links be shown over time; staff said budget‑strategy alignment is a priority for later phases. HR reported progress on supervisor training, performance evaluation implementation and NeoGov learning participation; HR also noted that 2024 evaluation completion rates were low but that activity is increasing in 2025.
Ending Commissioners expressed support for the transparency objective and encouraged departments to continue populating ClearPoint data. Staff will continue building the platform and bring updates as more measures and milestones are added.
