Harris County updates Vision Zero progress, directs engineering to refresh high-injury network and standards

Harris County's County Engineer provided a progress report on the Vision Zero Action Plan and related roadway-safety investments, and Commissioners tasked the engineering department to update crash data and return with a refreshed implementation plan.

County Engineer Milton Romant told the court staff had identified 33 high-injury corridors and that the county has invested in multimodal and roadway projects tied to Vision Zero goals. Romant said the county has pursued and won several federal and state grants to support road-safety improvements, and that roughly $300 million in grant funds or awards had been obtained for transportation and multimodal projects referenced in the update.

Commissioner Garcia moved and the court approved a directive for the County Engineer to: (1) update crash data and the high-injury network using the most recent data; (2) provide a comprehensive methodology and cost estimate to address the updated corridors; and (3) assess existing policies, standards and guidelines related to transportation safety for Vision Zero and return to the court with an implementation plan by Aug. 7, 2025. Commissioners stressed a regional approach that includes coordination with TxDOT, municipal partners and other jurisdictions.

Why it matters: The Vision Zero initiative targets reductions in roadway fatalities and serious injuries. The court's directive accelerates data-driven prioritization of safety projects and asks for a cross-jurisdictional strategy that can be used to pursue additional competitive grant funding.
