Council considers multiple housing funding and precommitment resolutions, hears project updates from developers

The Duluth City Council heard a set of housing-related resolutions (items 13–24) that would authorize conditional precommitments, grant agreements and program reallocations for multiple affordable-housing projects and programs.

Council clerk read several items that will come before the council, including Resolution 4-43 and 4-46 (requests for state multifamily funding and a conditional HUD precommitment of $400,000 for Mission Heights and Decker 2), Resolution 4-69 (joint powers agreement with Minnesota Housing Finance Agency for 2026 tax-credit program), and a series of program adjustments for HOME, Emergency Solutions Grant (ESG) and Community Development Block Grant (CDBG) funds. Staff said small year-to-year adjustments are common because HUD allocations are finalized after the local budget is prepared.

Executive Director Katie Huland of Union Gospel Mission said the project team has secured site control for the property across from the government services center and listed sources of local match and pledges; she said the housing portion of the project has secured about $2,026,575, representing roughly 10.12% of the $20 million housing budget. Huland said the engagement center portion — estimated at about $10 million — remains unfunded and the team is seeking philanthropic and foundation support.

Representatives of 1 Roof/Decker 2 and Winter Housing (Dakota Soul) described Decker 2 as a 45-unit affordable building targeted to 30–60% AMI with four units set for people experiencing homelessness and five for people with disabilities; the Housing and Redevelopment Authority committed 20 “bring it home” vouchers. Tom Church and other community development committee members noted the community development committee recommended precommitment funding for both Union Gospel Mission and Decker 2.

Staff explained the program reallocations: several HUD-funded program budgets were adjusted after final HUD allocation notices; ESG reprogramming included unspent funds from prior years to cover gaps; and most adjustments were small relative to program totals. Councilors and staff said they expect detailed grant agreements and formal votes to follow in committee or on the consent agenda; no final votes were recorded during the agenda-read session.

What happens next: applicants will continue work on state and federal applications, staff will finalize grant agreements and bring items back for formal council action in subsequent meetings.
